Testing per AJ request that if we install 8.2.1.7310 in a clean installation folder that we can still get Categories to Publish correctly.

Request was made because in initial Category testing, done in 8.2.0 on CS1 machine (with the WooCommerce site from PS2 attached by Sandeep for testing), Publishing a Category did not result in Uncategorized being tagged in WooCommerce. When PS2 was downgraded to 8.2.0 we were able to get a Category Published. The odd thing was that taking the same installation and upgrading again to the version that didnèt work (8.2.1.7310) the first time now worked.

AJ was concernced that perhaps some file modification done by installing 8.2.0 over 8.2.1 which caused the Publish to work was not then undone by reinstalling 8.2.1. A fair observation so I agreed to try a fresh install of 8.2.1 and see if it still works.
